In 2000 - 2014 war between Human and Elf in the lands of Zerdun, lands of Mtossa (mostly humans) soldiers wore these uniforms. Some of them injured the during the war, but others has serious psychological issues after the war.

One year after the war, the society does not provide enough of their social benefit. And, society turned from them. These soldiers organized the HARM gang group with gang members, military personnel, racists, activists, drug lords, corrupt politicians, millionaires, and religious extremists. These gangs attacked several government facilities. Many people who disagree with HARM gangsters were publicly executed as a traitor. Someone who married with elves, are also executed publicly because the gang consider them polluting their "pure" race.
They do not hesitate raid and attack the elves community and houses. There are several report that many regular police officers were ambushed and killed by these gangsters, but regular police officers who are trained and experienced, know how to avoid, know encounter these gangster, and know how to report to International Police Department immediately. HARM gangsters never encounter the International Police officers, but they just run away from them.

They have an light armor vehicles and helicopters.
They trade drugs, people, and illegal weapon for their financials.
Often, these HARM gangs brings the vehicles and show attacking a village on Television to spread their messages.

Some civilians who lives in gun free society, owns guns, and think that their guns can protect their community from HARM gangsters just hit the ground in vain. If you see those gangs, it's better to run away, hide, and step aside from them until International Police Officers arrives in your community



Because the international Police officers interrupt their "revolution and patriot," HARM gangster started to attack police officers in any nations. The regular police officers in their countries becomes victims, so the International Police Department usually rescue the civilians and regular police officers when the members of HARM make troubles.

General Ersker, Baraber has enormous hatred of Zerdun people (elves), government, and police officers. He was a former General during the war between Humans and Elves in the lands of Zerdun. After he is arrested by Lieutenant Goldmountain, and Woodland in the middle of story, he is sentenced to lifetime imprisonment.
